Loaner Program

Westmoreland Cleanways operates a FREE ClearStream Recyclers Loaner Program for use at public events in Westmoreland County, such as fairs, festivals, church bazaars, car shows, sporting events, fundraiser events, and/or walkathons. In the past these bins have been found at the Westmoreland Arts & Heritage Festival, Latrobe Relay for Life, Scottdale Fall Festival, and St. Paul’s Trash n’ Treasure Sale. These bins can also be borrowed for smaller events, such as use at private parties such as weddings, family reunions and graduation parties.

• ClearStreams are easy to set up and service.
• Folding frames and nesting lids make ClearStreams easy to store and transport.
• A patented baglock system, secures the bag to the frame.
• The 45 gallon clear bags are easily emptied without vertical lifting, reducing the risk of back injuries.
• The clear bags allow staff to see from a distance when a bin needs servicing, preventing overflows and helping security to monitor the contents of the container.

To Borrow the Recycling Bins

Participants may borrow as many containers and bags as needed for use at the event. Bins are loaned on a first come-first served basis.

To fit the needs of different events, our recycling bins can be paired with one of three lid options:

• Plastic Bottles & Cans
• Cans Only
• Plastic Bottles Only

The best choice depends on the beverages you’ll be serving and where you’ll recycle the materials afterward. If your recyclables are headed to a single-stream recycling program, you can use the Plastic Bottles & Cans lid since both items can be collected together. If you’ll be returning the recyclables to our recycling center, we suggest using separate Cans Only and Plastic Bottles Only lids. Since aluminum cans and plastic bottles are collected in separate areas at our facility, separating them during your event will make unloading faster and more convenient.

1. Call the office at 724-879-4020 or email us to check on bin availability and to make a reservation.
2. You will need to sign our Clearstream Borrower’s Agreement when you pick up your bin.
3. Pick up and return loaner bins from Westmoreland Cleanways Recycling Center, 355 Pleasant Unity Mutual Road, Greensburg, PA 15601
4. Recycle the material: 1) hire a private hauler to collect the recycling; or 2) self-haul recyclables to a drop-off or processing center. Westmoreland Cleanways and Recycling can offer assistance but cannot guarantee arrangements.
5. Reimburse Westmoreland Cleanways and Recycling for the replacement cost of the loaner bin and/or the lid should the item be damaged or not returned. Replacement costs can be found on the Borrower’s Agreement form.

Special Events Recycling

Special Events Recycling is required under Pennsylvania’s recycling law, Act 101. By DEP definition, Community Activities are: “Events sponsored in whole or in part by a municipality, or conducted within a municipality and sponsored privately, which include, but are not limited to, fairs, bazaars, socials, picnics, and organized sporting events that will be attended by 200 or more individuals per day.”

As with many other DEP recycling regulations, Westmoreland Cleanways and Recycling is not in the enforcement business. However, we are available to work with event organizers to incorporate recycling into each event.  Many haulers are also aware of this requirement and willingly assist their clients by providing recycling containers and collection services for qualifying events.

Planning and Implementation

Recyclables typically include beverage containers, plastic, glass, or aluminum cans. But, special events recycling can be so much more. Vendors potentially generate lots of corrugated cardboard; food vendors generate cans and bottles from condiments; conference attendees may generate a lot of paper.

Whether you’re planning a festival or concert or ballgame, these are just a few issues to consider:

• Designate an event coordinator or team; discuss what materials can be recycled locally; determine barriers to recycling; opportunities for waste reduction.
• Make a plan: What will be collected? What kind of containers will be use? Who will place the containers and empty them? Where will the recyclables be stored? Who will take them to the recycling center or drop-off?
• Involve vendors and concessionaires is just as important as collecting recyclables from patrons.  They will often generate more recyclable material than visitors will. Getting their buy-in is key to a successful recycling program. 
• Educate all venders, volunteers, employees, and visitors on the recycling procedures.

A well-thought out plan that makes expectations clear to all can result in a significant portion of waste being recycled and everyone feeling like they were a part of the success of the program.
